Sean Burton would be a great trade target and it would probably help Indy for him to move on, but that 11 million salary is tough to trade mid-season.

Here's a list of teams that could afford his salary right now:

 

1. Kansas City Chiefs

2. Atlanta Falcons

3. New York Giants

4. New England Patriots

5. Dallas Cowboys

 

The only team that would make sense is Kansas City, maybe Dallas. Atlanta has Darius Jones and New York/New England shouldn't be trading high picks for older players.

 

Question is if the Colts do move Burton and stick Dawkins at FS, are they done competing?

That's a great question and you're right Kansas City might make a lot of sense.  

 

The corners aren't very good, but I think the overall question is what's more important?  A lot of draft capital and was put into taking Dawkins, and from the training/rookie camp stuff it was pretty clear that his best position by far is the FS position.  Do you want to spend a whole season playing that guy out of position, especially in such a brutal division with a ton of parity?  I don't know, but i'm excited to see what path they take.
