Billings was born on July 5, 2002, in Orangeburg, South Carolina. He played for Edisto High School, which is located within the village of Cordova. In his senior year, his team reached the playoffs before being eliminated in the quarterfinals. At the end of the season, he committed to Charlotte over Clemson for college. He was the first five-star commit for the 49ers.
